On 13 June 2023 the European Commission agrees to an EU guarantee enabling the EIB to provide Ukraine with €100 million in new loans to address the country’s urgent recovery needs, such as repairing damaged municipal or energy infrastructure.

The EIB’s Board of Directors approves EU for Ukraine (EU4U), an initiative to finance reconstruction and recovery in Ukraine.
As part of the initiative, the EIB establishes a fund enabling the European Commission, EU Member States and other donors to support reconstruction and recovery in Ukraine. Known as the “EU for Ukraine Fund,” it provides enhanced credit to EIB loans for both public and private sector investment.

The EIB Group disburses an additional €550 million of immediate assistance to Ukraine to address its most urgent needs. These funds are part of the second €1.59 billion package of the EIB’s Ukraine Solidarity Urgent Response developed in close cooperation with the European Commission. Following a first disbursement on 15 September from this package, the disbursed amount will help Ukraine cover urgent financing needs, restore some of the most critical damaged infrastructure, resume the provision of municipal services and support cities in the process of recovering basic functions and basic services for the population. To this day, the EIB Group has disbursed in total €1.7 billion to Ukraine since the beginning of the full-scale Russian invasion. The EIB Institute also announces an aid of €95 000 for two additional projects.

Le Groupe BEI accorde un nouveau soutien immédiat de 550 millions d’euros à l’Ukraine pour répondre à ses besoins les plus urgents. Cette aide fait partie de la deuxième enveloppe de 1,59 milliard d’euros mise en place, en étroite collaboration avec la Commission européenne, au titre de la réponse urgente de la BEI en solidarité avec l’Ukraine. Faisant suite à un premier décaissement le 15 septembre au titre de ce soutien, le nouveau montant décaissé permettra à l’Ukraine de couvrir des besoins de financement urgents, de rétablir certaines des infrastructures critiques endommagées, de reprendre la fourniture de services municipaux, dont les services de transport, et d’aider les villes à récupérer des fonctions de base. À ce jour, le Groupe BEI a décaissé au total 1,7 milliard d’euros en faveur de l’Ukraine depuis le début de l’invasion à grande échelle de son territoire par la Russie. L’Institut BEI annonce également une aide de 95 000 euros pour deux projets supplémentaires.

Die Mittel sind Teil des zweiten Hilfspakets von 1,59 Milliarden Euro unter dem EIB-Solidaritätsprogramm für die Ukraine, das in enger Abstimmung mit der Europäischen Kommission aufgelegt wurde. Nach einer ersten Auszahlung am 15. September aus diesem Paket wird der nun ausgezahlte Betrag der Ukraine helfen, den dringendsten Finanzierungsbedarf zu decken, wichtige Infrastruktur wieder verfügbar zu machen und kommunale Dienstleistungen, darunter Verkehrsdienste, wieder aufzunehmen. Das Geld kommt Städten zugute, die derzeit versuchen, die Grundversorgung der Bevölkerung wiederherzustellen. Die EIB-Gruppe hat seit Beginn der russischen Invasion insgesamt 1,7 Milliarden Euro an die Ukraine ausgezahlt. Das EIB-Institut kündigt außerdem Hilfsgelder von 95 000 Euro für zwei weitere Projekte an.

Група ЄІБ перераховує додаткові 550 млн євро негайної допомоги Україні для забезпечення нагальних потреб. Ці кошти є частиною другого пакету в розмірі 1,59 млрд євро в межах Екстрених заходів солідарності з Україною від ЄІБ, розроблених у тісній співпраці з Європейською Комісією. Разом із першою виплатою з цього пакету, яка відбулася 15 вересня, кошти допоможуть Україні покрити нагальні фінансові потреби та відремонтувати деякі об’єкти найбільш пошкодженої критичної інфраструктури, відновити надання комунальних послуг та підтримати міста у процесі відновлення базових функцій. Станом на 12 жовтня група ЄІБ загалом виплатила Україні 1,7 млрд євро від початку повномасштабного вторгнення Росії. Інститут ЄІБ також оголошує про благодійну допомогу в розмірі 95 000 євро для двох додаткових проектів.

Am gleichen Tag stellt Präsident Hoyer dem ukrainischen Ministerpräsidenten Denys Schmyhal die Pläne der EIB-Gruppe für den Wiederaufbau des Landes vor.

The EIB Board of Directors approves a €4 billion credit line to help national authorities, cities, regions and local communities in all EU Member States address urgent investment needs and help welcome and integrate people fleeing the war against Ukraine.
The EIB credit line follows the pledge announced by President Werner Hoyer on 9 April 2022 at “Stand Up for Ukraine”, a global campaign for pledging funds for Ukraine and its refugees. The credit line will be complemented by the EMBRACE Advisory Platform, supported by InvestEU Advisory Hub, JASPERS and fi-compass initiatives, and helping EU Member States to better address infrastructure needs.

Der Verwaltungsrat der EIB genehmigt vier Milliarden Euro, um nationalen Behörden, Regionen, Städten und Gemeinden in der EU bei dringenden Investitionen für die Aufnahme und Integration von Kriegsflüchtlingen aus der Ukraine zu helfen.
Präsident Werner Hoyer hatte das Geld am 9. April 2022 bei „Stand up for Ukraine“, einem internationalen Gebergipfel für die Ukraine und Geflüchtete aus der Ukraine, zugesagt. Die ergänzende Beratungsplattform EMBRACE soll EU-Ländern, gestützt auf die InvestEU-Beratungsplattform sowie JASPERS und fi-compass, beim Aufbau der notwendigen Infrastruktur helfen.

Le Conseil d’administration de la BEI approuve une ligne de crédit de 4 milliards d’EUR afin d’aider les autorités nationales, les villes, les régions et les collectivités locales de tous les États membres de l’UE à répondre à des besoins urgents en matière d’investissement et à relever les défis liés à l’accueil et à l’intégration des réfugiés de guerre en provenance d’Ukraine.
Cette ligne de crédit de la BEI s’inscrit dans le droit fil de l’engagement annoncé par Werner Hoyer, président de la BEI, le 9 avril 2022, à l’occasion de la campagne mondiale de collecte de fonds en faveur de l’Ukraine et de ses réfugiés, « Agir pour l’Ukraine ». La ligne de crédit sera complétée par la plateforme de conseil EMBRACE, qui vise à aider les États membres de l’UE à mieux répondre aux besoins d’infrastructures, avec le soutien de la plateforme de conseil InvestEU, de Jaspers et de fi-compass.

Кредитна лінія ЄІБ є результатом зобов'язання надати кошти, яке президент ЄІБ Вернер Хойєр оголосив 9 квітня 2022 р. у Варшаві під час глобальної кампанії «Stand Up for Ukraine» з мобілізації ресурсів для допомоги Україні та її біженцям. At “Stand Up For Ukraine,” a global fundraising event to support the victims of the Russian invasion, the EIB pledges an additional €4 billion to support Ukrainian war refugees in EU Member States. The new package will finance key social infrastructure, including housing, schools, hospitals and kindergartens.

Lors de l’événement mondial de collecte de fonds « Stand Up For Ukraine », dont le but est d’apporter une aide aux victimes de l’invasion russe, la BEI s’engage à verser 4 milliards d’EUR supplémentaires pour soutenir les réfugiés de guerre ukrainiens dans les États membres de l’UE. Le nouveau paquet de mesures servira à financer des infrastructures sociales essentielles, notamment des logements, des écoles, des hôpitaux et des jardins d’enfants.
