Capping individual consumption
Most Portuguese respondents (68%) say they would be in favour of a carbon budget system that would allocate each individual a fixed number of yearly credits to be spent on items with a big carbon footprint (non-essential goods, flights, meat, etc.). Nearly the same rate of Italian participants share this opinion (64%), whereas only 57% of French participants and 59% of Spanish respondents would be in favour.
It is noteworthy that most Portuguese people favour this measure regardless of income (71% of lower-income, 69% of middle-income, and over 66% of higher-income respondents).
Food labelling and pricing
Food production accounts for a significant share of greenhouse gas emissions. To help people make more sustainable choices when grocery shopping, 90% of Portuguese people are in favour of labelling all food products with their climate footprint. This is 6 percentage points above the rate in Spain (84%) and 7 percentage points above the rate in France (83%).
In addition, 67% of Portuguese respondents say they would be willing to pay slightly more for food that is produced locally and more sustainably (a similar level to Spaniards, with 66%, but 7 percentage points more than French people, with 60%). This willingness to pay more for food spans all income groups.
Reducing the consumption of meat and dairy products would be another efficient way to limit greenhouse gas emissions. Most Portuguese respondents (57%) would be in favour of limiting the amount of meat and dairy products that people can buy (11 percentage points less than Italians, with 68%, but 7 percentage points more than Spaniards, with 50%).
